Sharing the Road: Motorcycle Safety, Driver Awareness, and Minnesota’s New Lane Splitting Laws

Beginning July 1, 2025, Minnesota law will permit certain forms of lane sharing by motorcycles under defined conditions. These practices—lane splitting and lane filtering—are distinct and subject to specific limitations designed to enhance safety.

Lane Filtering

• Definition: A motorcyclist moving between lanes of stopped or very slow-moving traffic to the front of a traffic queue, typically at intersections or during congestion.
  
• Permitted Conditions: [Speed differential limit to be observed], [maximum motorcycle speed while filtering], motorcyclist must proceed with due care and yield to vulnerable road users.
  
• Prohibited Areas: School zones, work zones, and other designated safety zones.
  
• Additional Requirements: Headlight on, no weaving, maintain a safe lateral buffer from adjacent vehicles, and no filtering beside wide or oversize vehicles where clearance is uncertain.
  

Lane Splitting

• Definition: A motorcyclist traveling between two lanes of moving traffic.
  
• Permitted Conditions: [Posted speed limit threshold], [maximum motorcycle speed], [maximum speed differential relative to surrounding traffic], and only when traffic is moving slowly, and conditions allow a clear corridor.
  
• Prohibited Areas: School zones, work zones, and any location where signage prohibits lane sharing.
  
• Additional Requirements: Continuous vigilance, no lane splitting near large trucks or buses with limited sight lines, and no splitting where lane width or roadway conditions (debris, surface irregularities) compromise safety.
  
  

General Legal Conditions and Enforcement

• Safe-Operation Standard: At all times, motorcyclists must operate with due care and at speeds appropriate to the conditions.
  
• Signage and Local Restrictions: Obey posted restrictions that limit or prohibit lane filtering or splitting in designated corridors.
  
• Equipment and Positioning: Maintain proper lane position, use turn signals when re-entering a lane, and ensure mirrors and lighting are functional and visible.
  
• Violations: Noncompliance may result in citations and, where applicable, enhanced penalties in prohibited zones.

• Gear up every ride: DOT-compliant helmet, eye protection, abrasion-resistant jacket and pants, gloves, and over-the-ankle boots.
  
• Be conspicuous: Use daytime running lights, wear high-visibility gear, and position yourself to be seen in mirrors—not hidden in blind spots.
  
• Smooth inputs: Progressive braking, steady throttle, and deliberate lane positioning improve stability and predictability.
  
• Space and escape routes: Maintain a cushion ahead and to the sides; always identify an out if a vehicle changes lanes or brakes suddenly.
  
• Intersections: Scan for turning vehicles, cover the brakes, and assume you are not seen until you make eye contact or otherwise confirm.
  
• Weather and surface hazards: Adjust speed and following distance for rain, gravel, pavement seams, and work-zone debris.
  
• Lane filtering or splitting under the new law: Proceed only when legal and safe; keep speeds modest, avoid large-vehicle blind spots, and be prepared to re-enter a lane smoothly with signaling.

• Look twice for motorcycles: Before changing lanes or turning left, recheck mirrors and blind spots—motorcycles are smaller and can be obscured by pillars or adjacent traffic.
  
• Signal early and yield when appropriate: Give riders ample notice and do not crowd them when they filter to the front in permitted areas.
  
• Maintain lane discipline: Do not straddle lane markers and avoid drifting; it reduces safe corridors for riders.
  
• Increase following distance: Motorcycles can stop quickly; leave additional space to prevent rear-end collisions.
  
• Respect prohibited zones: Expect no filtering or splitting in school and work zones; drive predictably and within posted limits.
  
• Night and poor visibility: Dim high beams near riders, and be mindful that glare can hinder a motorcyclist’s vision.

• Predictability: Clear signals, steady speeds, and consistent lane positioning.
  
• Communication: Eye contact when possible, courteous yielding, and hazard signaling.
  
• Patience: Congestion is stressful; riders filtering legally and carefully are reducing queue length and conflict points.
  
• Professionalism: Both riders and drivers must adhere to posted restrictions and adjust their behavior to conditions.
